One of them escaped by referring to the Judgement for reinstatement that Padmakumar had got and by quoting n illegal “Discreet Enquiry Report” prepared by the Palakkad Unit of VACB violating the norms laid down in the Apex Court Judgement in Lalithakumari (Supra) and G.O (P) 09/2017/Vig dated 29-3-2017
